On September 14, the electronic tendering and bidding platform of Jizhong Energy Group completed functional testing and performance verification of AI-assisted evaluation covering all business scenarios and the entire process. The AI-assisted evaluation function encompasses six major business function modules, 77 laws, regulations and management rules, and 182 supervision and review rules, placing the group at the forefront of the domestic industry in intelligent evaluation and intelligent supervision.

On February 6 this year, eight national ministries and commissions jointly issued the Implementation Opinions on Accelerating the Promotion and Application of Artificial Intelligence in Tendering and Bidding, which explicitly require that by the end of 2026 key scenarios such as tender document screening, intelligent assisted bid evaluation and collusive bidding detection achieve full coverage in selected provinces and cities, and be rolled out nationwide by the end of 2027.

As a demonstration enterprise for electronic tendering and bidding in Hebei province, Jizhong Energy Group took the lead in studying the diverse and innovative development experience of AI-assisted evaluation initiatives elsewhere and closely aligned these with the actual business scenarios of its own tendering and procurement. It has embedded AI applications in the intelligent review of tender documents, intelligent assistance in the bid evaluation stage, intelligent verification of evaluation reports, early warning of bid-rigging and collusion risks among suppliers, and supervision and regulation of tendering and bidding, forming comprehensive intelligent support before, during and after the process and comprehensively improving procurement efficiency, evaluation quality and regulatory effectiveness.

The platform's AI-assisted evaluation has three core technological advantages. First, intelligent review of tender documents, controlling quality at the source and making every tender document more compliant: the system has more than 100 built-in review rules, with comprehensive pre-set checks on the compliance of qualification requirements, the completeness of tender documents and the reasonableness of evaluation factors, and a single tender document can be reviewed in just three to five minutes. Second, intelligent evaluation, cutting costs and raising efficiency to make every evaluation more precise: intelligent evaluation deeply integrates large language models with OCR image and text recognition to achieve high-precision automatic matching and structured analysis of bid information, while data verification relies on big-data cross-comparison and qualification verification algorithms to quickly confirm the authenticity of bid materials. Third, intelligent supervision, empowering with data to make every procurement open and transparent: the intelligent supervision module covers the entire procurement process and focuses on identifying bid-rigging and collusion risks and monitoring compliance, using AI analysis to automatically identify and warn of risk features of collusion such as near-identical bid documents, abnormally convergent quotations and related-party relationships among suppliers, and to monitor compliance at key nodes throughout the process. This shifts supervision from human defence to technical defence and from after-the-fact investigation to whole-process prevention and control, providing solid digital support for building an open, transparent, standardized and efficient procurement management system.

Today, the significance of intelligent assisted evaluation in tendering and bidding goes well beyond the efficiency gain of machines replacing humans. It safeguards fairness at its root, unleashes efficiency and is driven by data. By turning manual sampling inspection into intelligent full coverage, it ensures that the entire process is recorded in real time and is fully traceable, leaving rent-seeking with nowhere to hide.
