Recently, the first large-scale intelligent on-site mixed emulsion explosive surface station EPC (Engineering, Procurement, and Construction) general contracting project in China, undertaken by China Coal Technology & Engineering Group Shenyang Design & Research Institute, has successfully completed its main structural construction and officially entered the equipment installation and commissioning phase.

As one of only four Class-A qualified design institutes in China’s civil explosives industry, Shenyang Design & Research Institute fully leveraged its technical strengths in this project, deeply integrating resources in smart manufacturing and digital operation & maintenance. This initiative marks a pioneering application of the EPC general contracting model in China's civil explosives sector, highlighting the institute’s professional capabilities and leadership in innovation within the field.

Currently, the project is under intensive construction. From its inception, the goal has been to deliver a benchmark-quality engineering project. The design team meticulously refined process technologies, ensuring scientific rigor and forward-looking approaches across all aspects—including process flows, equipment selection, intelligent control systems, system architecture, and project implementation. Meanwhile, the construction team is steadily advancing infrastructure development according to schedule, strictly controlling all critical milestones and supervising equipment fabrication throughout to guarantee stable, efficient system performance that meets the requirements for automated and intelligent production—setting a new industry standard.

Upon completion and commissioning, the project will significantly advance the transformation and upgrading of China’s civil explosives industry, driving technological innovation and standardized development. It also represents a key step by Shenyang Design & Research Institute in actively implementing the parent group’s “1245” overall development strategy, supporting national industrial upgrading and regional economic growth, and providing robust technical underpinning for fostering new quality productive forces and building a modern industrial system.

Since its establishment in the 1950s, Shenyang Design & Research Institute’s civil explosives division has consistently adhered to the philosophy of “pursuing design excellence and serving society.” Its business spans the full range of civil explosive products—including industrial explosives and detonators—covering engineering design and consulting services. The institute has received numerous national and provincial-level awards and achieved many historic “firsts” in China’s civil explosives industry. Notable projects include:

The Huaibei No. 910 Plant water-gel explosive project, which introduced China’s first water-gel explosive production line from DuPont (USA), filling a domestic product gap;
The Heilongjiang FenDou Chemical Plant project, awarded the National Outstanding Engineering Design Bronze Prize;
The Liaoning Huafeng project and the Yunnan Civil Explosives Yibin Relocation project, which won the First Prize for Outstanding Coal Industry Engineering Design and the First Prize for Outstanding Engineering Consulting Achievements, respectively.
In 2025, Shenyang Design & Research Institute led the formulation of the “15th Five-Year Plan” Safety Development Plan for Liaoning Province’s Civil Explosives Industry, innovatively proposing a development path centered on “innovation-driven growth, digital technology empowerment, and safe, green, sustainable development.” This plan provides crucial technical guidance for regional safety and advancement in the civil explosives sector, further solidifying the institute’s position as a technical leader. The institute also actively participates in the development and revision of national standards and industry specifications, promoting continuous upgrades and refinement of technical norms.

Expanding Global Collaboration and Exporting Chinese Technology

Leveraging the platform and expertise of its parent group, Shenyang Design & Research Institute has achieved remarkable success internationally. Since 2008, it has successfully delivered high-quality overseas projects such as the Eritrea Explosives Plant aid project and the Husab Uranium Mine surface station in Namibia—all highly praised by clients. Currently, the institute is engaged in deep cooperation with Uzbekistan, Kazakhstan, Mongolia, and other countries, continuously promoting the global adoption of Chinese technologies and standards. These efforts not only enhance the international influence of China’s civil explosives technology but also provide strong support for industrial development along the Belt and Road Initiative.
